What engineering does a new Kingston or Huntingfield home need?
A site classification to AS 2870 and a slab or footing design to suit it, plus retaining walls, stormwater and certificates as the block requires. That applies whether you are building on a new Huntingfield lot or knocking down and rebuilding in an established Kingston street.
Huntingfield is a major new subdivision: Homes Tasmania's land release of around 460 lots began offering lots in late 2025, with a mix of smaller lots for terraces and townhouses and larger lots for detached homes. Smaller lots bring walls and decks close to boundaries, where the rules tighten. A retaining wall within 1.5 m of a boundary stops being low-risk work above 0.5 m, compared with 1.2 m elsewhere on the block.
House-and-land packages usually come with the builder's own engineering for the house. Owners and smaller builders come to us for what sits outside that package: site classification and footings for an owner-builder or granny flat, retaining walls from $750 + GST, and decks or carports. Thinking of a second dwelling? Read granny flat engineering in Tasmania.
Which Kingston projects are low risk and which need a building surveyor?
The Director's Determination decides, and Kingborough Council publishes it on its website. Small decks and pergolas are low risk; taller decks, larger retaining walls and every pool are notifiable.
| Project | Low risk when… | Otherwise |
|---|---|---|
| Deck | Unroofed and less than 1 m above the ground below | Notifiable |
| Pergola | Up to 36 m² and 3.5 m high, open or shade-cloth roof, no masonry | Ask your building surveyor |
| Retaining wall | Up to 1.2 m, or 0.5 m within 1.5 m of a boundary | Up to 1.8 m: licensed builder and engineer's design. Taller: notifiable |
| Swimming pool and barrier | Only a relocatable pool up to 9 m², once a barrier is in place | Notifiable, barrier built by a licensed builder |
| Any of these in a landslip, flood or coastal hazard area | No longer low risk | Notifiable |
Director's Determination, Categories of Building and Demolition Work, v1.4 (applying from 12 April 2021). Your building surveyor confirms the current version and category for your job.
Near the water at Kingston Beach, or on sloping lots further out, check LISTmap for hazard overlays before you design: a low deck that would be low risk elsewhere becomes notifiable inside a coastal or landslip hazard area. Our deck, pergola and carport designs start from $450 + GST.
Do pools in Kingston need engineering?
A swimming pool and its barrier are notifiable work in Tasmania, so a building surveyor is involved, and they commonly ask for an engineer's design of the shell, particularly on sloping or reactive ground. That is industry practice rather than a written rule. Concrete shells are designed to AS 2783:2025 and fibreglass pools installed to AS 1839:2021, and the barrier follows AS 1926.1-2012 while Tasmania stays on NCC 2022 until 30 April 2027.
Kingborough also charges a separate plumbing assessment for pools, so check its current fees schedule. Our pool engineering starts from $850 + GST.
Can you help with existing Kingborough homes?
Yes. Established homes in Kingston and Kingston Beach bring the usual questions: cracks, a wall to remove, an extension, or a deck built years ago without paperwork. A structural inspection from $590 + GST explains movement and what to do next, and a Form 55 or as-built certificate from $350 + GST covers work that has already been built, if it meets the standard.
