Pool engineer in Hobart for shells, slopes and tight sites
A swimming pool and its safety barrier are notifiable building work in Tasmania, so your building surveyor needs a design they can rely on. We engineer concrete pool shells, pools on sloping blocks and pools close to footings, boundaries and council stormwater pipes, with drawings, calculations and a Form 35.

We design and certify the pool structure. Your licensed pool builder builds it.

In short
Pool engineering in Hobart starts from $850 + GST for a concrete pool shell design on a straightforward site, with drawings, calculations and a Form 35 for your building surveyor. In Tasmania a pool and its barrier are notifiable work. A slope, nearby footings, rock, groundwater, a landslip band or a council stormwater pipe within 1 m changes the design, and your fixed quote says what applies.

Does a swimming pool need an engineer in Tasmania?
An in-ground swimming pool needs an engineer's design in practice, because the pool and its barrier are notifiable building work in Tasmania. A building surveyor must issue a Certificate of Likely Compliance and lodge it with council before work starts, and each designer gives the surveyor a Form 35, the Certificate of the Responsible Designer.
The rules don't name a "pool engineer" as such. Surveyors ask for an engineered shell, and often a soil report, because a concrete pool holds tonnes of water, often beside a house, a boundary or a slope. Your building surveyor confirms exactly what they need for your site.
Councils can add steps of their own, such as a plumbing approval for the pool's water discharge. Glenorchy City Council, for example, says a building permit is generally needed and that it may inspect the barrier. Our guide to low risk, notifiable and permit work explains the categories.
Pool regulations in Tasmania at a glance
| Rule | What it means for your pool |
|---|---|
| Pool and barrier are notifiable | A building surveyor's Certificate of Likely Compliance, lodged with council before work starts |
| When a barrier is needed | Any pool or spa that holds 300 mm of water or more, including inflatables. A pool cover is not a barrier. |
| Barrier standard | AS 1926.1-2012 while NCC 2022 applies. NCC 2025, with the 2024 edition, starts on 1 May 2027. Built by a licensed builder. |
| Small relocatable pools | Up to 9 m² of water surface is low-risk work, but only once a barrier is in place |
| Near a council stormwater pipe | A pool over 9 m² or deeper than 300 mm, on an easement or within 1 m of a public pipe, needs council consent |
| Backwash and discharge | To sewer or another approved system (Building Regulations 2016, reg 81) |
| Registration | Tasmania has no pool register and no periodic barrier inspections |

What we engineer
What does pool engineering include?
Pool engineering covers the shell, the ground it sits in and anything nearby that loads it or is loaded by it. These are the pool engineering plans your builder and surveyor work from.
Concrete pool shell design
Wall and floor thickness, reinforcement, the top beam, steps and ledges, designed for the water, the soil and whatever sits behind the walls.
Pool on a slope
Where the shell holds back the ground on its high side and stands proud on its low side, it is designed as a retaining wall as well as a tank.
Pool retaining walls
Walls and terraces around the pool, including a barrier fence on top, designed with the shell so loads and drainage work together.
Footings and boundaries
Checks on your house footings, the neighbour's footings and the boundary, using the excavation's zone of influence.
Fibreglass pool sites
Fibreglass shells are installed to AS 1839:2021. We engineer the site around them: retaining, loads from nearby footings and the base.
Drawings and Form 35
Drawings and calculations for your builder, a Form 35 for your surveyor, and a reinforcement inspection before the pour if your quote includes one.
Which standards apply to a concrete pool?
AS 2783:2025 replaced the 1992 edition in June 2025. It covers concrete pools up to 16.7 m, including sprayed concrete. It isn't called up by Tasmanian legislation, so it applies through your pool contract and the design brief. AS 2870 classifies the site's soil; it is a house footing standard, so the site class informs the pool design rather than setting it.
Hobart sites
What makes a Hobart pool site harder to engineer?
Slope, nearby footings, clay, rock and water decide most pool designs in Greater Hobart. These are engineering practice rather than Tasmanian rules, and each one changes what the shell has to do.
| Site condition | What it does to the pool | What the design adds |
|---|---|---|
| Sloping block | The shell retains soil on the high side and may stand above the ground on the low side | Shell designed as a retaining wall, or separate walls with drainage |
| House or neighbour's footing nearby | Footing loads press on the pool wall, and the dig can undermine the footing | Zone of influence check, a stronger wall or deeper footings, protection work if a neighbour's footing is affected |
| Reactive clay | Clay swells against the walls and floor when wet and shrinks back when dry | Site class informs the shell and base, with drainage around the shell |
| Rock close to the surface | A shell partly on rock and partly on clay can move unevenly | Base and joint details for mixed ground |
| High groundwater | An empty shell can lift like a boat when the water table is high | Shell weight, pressure relief and drainage, plus rules for emptying the pool |
| Landslip band on LISTmap | Cut, fill and water near a mapped slope can affect its stability | A landslip report where the surveyor asks for one |
| Council pipe or easement | The pool and its excavation sit over or beside a public stormwater pipe | Council consent and a design that keeps load off the pipe |
Clays weathered from dolerite are documented as expansive in Hobart, with Mineral Resources Tasmania reports on houses in Lindisfarne, Lenah Valley and Taroona. A site classification tells us how reactive your soil is.
Pools near footings and boundaries
A pool is an excavation. The same rule of thumb used for basements shows whether your house footing, or the neighbour's, sits within the zone of influence of the dig. If it does, the shell carries the extra load from that footing, and the excavation may need support while it is open.
Work that underpins or shores a neighbour's footing is protection work, which needs a building surveyor in Tasmania. A dilapidation report before digging records the neighbour's house as it is, which protects both of you.
Pool on a slope?
Our guide to putting a pool on a sloping block covers cut and fill, pool retaining walls and what the shell does on each side.

Prices
How much does pool engineering cost in Hobart?
Pool engineering starts from $850 + GST for a concrete pool shell design on a straightforward site, with drawings, calculations and a Form 35. The fee rises with what the site asks of the design: a slope and retaining walls, footings close to the dig, rock or groundwater, a landslip band, or a council pipe nearby. If no site classification exists, the quote says whether one is needed.
