In short
A structural engineer in Sandy Bay designs and inspects for steep blocks and older homes across Sandy Bay, Dynnyrne, Mount Nelson and Tolmans Hill. Typical jobs are retaining walls over 1.2 m (from $750 + GST), structural inspections (from $590 + GST) and extensions that add enough hard surface to trigger the City of Hobart's stormwater detention rules. Photos are enough for a fixed quote within 1–2 business hours.

Why do Sandy Bay homes need a structural engineer?
Mostly because of slope and age. Many homes in Sandy Bay, Dynnyrne and Mount Nelson sit on steep blocks, held up by retaining walls and stepped footings, and many are decades old, with alterations along the way. Both show up as engineering questions sooner or later.
These are the requests that come up most around Sandy Bay:
- Retaining walls that lean, bulge or need replacing, and new walls for driveways, garages and level lawns
- Cracks in older masonry and sloping floors in homes on hillside footings
- Extensions and second storeys that need the existing structure checked before new loads go on
- Pre-purchase checks for buyers of older houses and units around the University of Tasmania campus
- Decks and carports on sloping blocks, where a deck 1 m or more above the ground is notifiable work: see deck designs from $450 + GST
- Stormwater for extensions and new hard surfaces that drain towards a neighbour downhill
We only inspect, diagnose, design and certify. If a repair is needed, we design it and any licensed builder can build it.
When does a Sandy Bay retaining wall need an engineer?
A Sandy Bay retaining wall needs an engineer's design once it retains more than 1.2 m, or more than 0.5 m within 1.5 m of a boundary, road or right of way. Below those heights the wall is usually low-risk work, as long as it sits at least its own height away from any building.
| Retaining wall | Category | Engineer's design? |
|---|---|---|
| Up to 0.5 m within 1.5 m of a boundary, road or right of way | Low risk | Not required by the category |
| Up to 1.2 m elsewhere, set back at least its height from buildings | Low risk | Not required by the category |
| Up to 1.8 m, built by a licensed builder | Low risk (licensed builder) | Yes |
| Over 1.8 m | Notifiable | Yes, plus a building surveyor |
| Any wall in an easement or a landslip band | No longer low risk | Ask your building surveyor |
Director's Determination, Categories of Building and Demolition Work (v1.4). A planning permit may also apply.
On a steep Sandy Bay block, the soil behind the wall, the slope above it, a driveway or house close to the top and the drainage all change the design. We size the footing and wall, detail the drainage and supply drawings, calculations and a Form 35 for your building surveyor. Designs start from $750 + GST: see retaining wall design or get a quote for your wall.
On blocks near bushland at Mount Nelson and Tolmans Hill, also check whether the lot is bushfire-prone. We don't do BAL assessments: a bushfire hazard practitioner prepares that.
Does a Sandy Bay extension need a stormwater detention tank?
Often, yes. Under the City of Hobart's Stormwater Management Policy for Development (adopted 27 May 2024), a net increase of 100 m² or more of roof and paving, or a change of use, usually means on-site detention, so the new hard surface doesn't add to the load on the council system downhill.
| Hard surface added | City of Hobart requirement |
|---|---|
| Under 100 m², no change of use | Exempt from detention |
| Under 200 m² | 2,000 L tank with 500 L of detention, 20–25 mm orifice |
| 200–300 m² | 4,000 L tank with 1,000 L of detention, 20–25 mm orifice |
| Over 300 m² | Site-specific design by a suitably qualified engineer |
City of Hobart, Stormwater Management Policy for Development, clauses 20–27. One connection point per property. Lot-creating subdivisions are not exempt.
Once detention is involved, the drainage is no longer low-risk plumbing. It becomes notifiable plumbing work, designed by a licensed designer who signs a Form 35 for the council's Certificate of Likely Compliance. Our stormwater and drainage design covers the tank, the pipework and the connection.
What should buyers and renovators check in an older Sandy Bay home?
Check two things before you commit: whether the house is heritage-listed, and whether its cracks or sloping floors are still moving. The City of Hobart's heritage studies covered Sandy Bay, along with West, South and North Hobart and Battery Point, and the Hobart Local Provisions Schedule has listed local heritage places and precincts under Code C6 since 26 September 2025. Works to a listed place or a precinct building usually need a planning permit.
For movement, a structural inspection from $590 + GST rates the cracks against AS 2870, explains the likely cause and says what, if anything, should happen next. Buying? A pre-purchase structural inspection from $590 + GST gives you that answer before the contract deadline. For heritage homes, see heritage and older homes.
